We've confirmed that all systems are back to normal with no customer impact as of 07/17, 05:53 UTC. Our logs show the incident started on 07/13, 02:29 UTC and that during the 4 days 3 hours 23 mins that it took to resolve the issue. Customers were not able to register to the Resource Provider Microsoft.Insights properly that was preventing storage and event hub creation that internally uses insights and because of it around 81 subscriptions were impacted.
