Azure ARM team has mitigated the scaling issue in South Central US region and the fix will be rolled out to all other impacted regions by July 10th 2018 19:00 UTC. While waiting for Azure ARM team to fix the issue, VSTS team has evaluated a temporary workaround and the fix will be deployed by July 10th 2018 09:30 UTC.

Our DevOps team continues to investigate issues with Release Manager ECONNRESET errors. Azure ARM team has confirmed that they are having issues with a couple of their regions, causing intermittent errors while communicating to management.azure.com. Azure ARM team is working on a fix for this issue and is planning to release it by 19:00 UTC 7/10/2018. Azure will reach out to affected subscription owners to communicate this issue and provide potential workarounds. VSTS team is also evaluating a possibility of deploying a temporary workaround, which would involve specifying an Azure ARM endpoint instead of going to management.azure.com.
- Work Around: Azure ARM team is advising to avoid calling management.azure.com and is recommending going to an endpoint for specific region instead, such as northcentralus.management.azure.com. East US, East US2, Central US and South Central US endpoints should be avoided until fix is deployed.

We're investigating issues with Release Manager Pipelines in Multiple Regions.
Customers might encounter ECONNRESET errors while trying to deploy to Azure using Release Manager Pipelines in VSTS.
We are investigating this issue and will update when underlying problem is addressed.
