We’ve confirmed that all systems are back to normal as of June 10th 2018 01:10 UTC. Our logs show the incident started on June 9th 21:20 UTC and that during the 3 hours and 50 minutes that it took to resolve the issue. Users accessing VSTS may have experienced slowness and intermittent timeouts West Europe region. Sorry for any inconvenience this may have caused.
- Root Cause: The failure was due to fiber-cut caused due to a network outage between Amsterdam and Dublin. Azure networking team failover traffic to different route to mitigate the issue.
- Chance of Re-occurrence: Low as it is handware failure(fiber cut which is less possible failure).

Our DevOps team continues to investigate issues with Visual Studio Team Services in West Europe region. Root cause is not fully understood at this time, though it is suspected to be a Azure networking issue as all our monitor indicate failures in accessing external endpoints from VMs in West Europe region. The problem began at June 10th 2018 21:40 UTC. We currently have no estimated time for resolution.
