We’ve confirmed that all systems are back to normal. Sorry for any inconvenience this may have caused.
A recent change increased the amount of compute resources required to process user profile requests. The Engineering team proactively added compute capacity to deal with the increase. During this process we ran into a problem, effectively reducing the amount of available capacity and causing this incident. To mitigate the incident we've implemented a work around and have successfully added capacity.
We will be working with our partners to get to the root cause behind the problem and implement measures to prevent this from occurring again.

We're investigating performance problems with the profile service for users with accounts in the Central US and South Central US regions.
Users may see that user profile related commands are taking longer than expected or failing to load (e.g. identity picker and identity avatar loading).
