We have confirmed that the issue is now mitigated and users should not be experiencing any slowness while working on Visual Studio Team Services.
It has been identified that users would have experienced slowness while merging a pull request, getting email notifications, creating a new project or running builds. In order to mitigate the issue, we increased the number of job agents (worker roles) which are responsible for processing such functionalities for our users.
But the underlying symptom for this slowness has been zeroed in a process(Scheduled Build Job) that was taking longer than usual time to complete and taking high system resources which slowed down other processes as well. We are working on correcting the code of this process on high priority to not to have a repeat of this issue again.
We are sorry for the inconvenience this issue might have caused to the impacted customers.

We are currently investigating issues with Visual Studio Team Services in South Central US region where a subset of users may experience slowness.
