We've confirmed that all systems are back to normal with no customer impact as of 04/12, 11:15 UTC. Our logs show the incident started on 04/12, 10:55 UTC and that during the 20 minutes that it took to resolve the issue approximately 11% of customers experienced data access in the Azure Portal and in the App Analytics Portal.
