We've confirmed that all systems are back to normal with no customer impact as of 13 January 2018 02:15 UTC. Our logs show the incident started on Friday, 12 January
2018 20:20 UTC and that during the ~6 hours that it took to resolve the issue customers were not able to create or edit any web tests on Application Insights.
