We’ve confirmed that all systems are back to normal as of 2018/01/11 19:25 UTC. The change to how we route authorization traffic has been reverted and performance has returned to acceptable levels. The VSTS Engineering team continues to investigate the root cause behind this issue.

We've made a change to the way we manage authorization calls to the central VSTS authorization service. The change has caused an increase in the volume of calls which in turn has slowed down performance. The central auth service is used by VSTS scale units around the world. The team is working to revert the change and will investigate the cause behind the slowdown.
VSTS customers worldwide may experience slow and failed commands when performing activities that require some form of authorization, such as using the identify picker, getting a list of accounts you have access to, and logging on to the service.

We're investigating performance issues with Visual Studio Team Services across all regions. Customers may experience slow and failed commands when performing activities that require some form of authorization, such as using the identify picker, getting a list of accounts you have access to, and logging on to the service.
We are actively engaged on this and will provide more information as it becomes available.
