This is confirmed to be a re-occurrence of an incident from this morning. Another Application Tier node was identified to be faulty and was removed out of the network load balancer to mitigate the issue. Root cause investigation is in progress. We are also deploying additional monitors to quickly detect any possible re-occurrences of this issue until we understand the root cause.

A bad server has been identified which has been causing intermittent failures and slowness to a sub set of users in South Central US region. Users may have experienced slowness or failures (e.g - HTTP 503 errors) on their VSTS accounts. We have taken the faulty web node out of rotation to mitigate the customer impact. We are still actively engaged to understand the root cause of this incident and the one from earlier today.
